Training and Administration Assistant

The predecessor of the Lao Microfinance Association (LMFA), the Microfinance Working Group for the Lao PDR (MFWG), was founded in May 2007 by a group of microfinance practitioners as an informal platform to exchange experiences, represent microfinance sector interests and coordinate donor activities. In October 2013, the MFWG obtained its temporary license as a non-profit association (NPA) from the Ministry of Home Affairs (MoHA). As a consequence, its name changed to Lao Microfinance Association (LMFA). LMFA got its permanent license by middle of August 2018. MFA works under the Bank of the Lao PDR (BOL), Financial Institutions Supervision Department (FISD). The LMFA is currently looking for a Training and Administration Assistant.

  1. Duties and Responsibilities
  2. Training activities:
  3. Assisting the project coordinator in planning, organization and coordination of trainings; this includes in particular the following specific duties:
    1. Help to carry out a public bidding for the development of the training concept and all training materials
    1. Carry out the logistical arrangements
  4. Assisting in planning, coordination and implementation of relevant capacity building activities/LMFA events – in particular for members of the LMFA – based on the medium-term strategic & business plan and the corresponding annual work plan of the LMFA. This includes the following specific tasks:
    1. Help to organize and supervise the tender process and to select suitable service providers
    1. Organize trainings/events of LMFA: prepare and send invitations, follow them up and make all logistical arrangements.
  5. Assisting with brokerage of internships and exposure visits
  6.   Collecting training materials, handbooks, technical literature related to microfinance trainings and add to virtual and office reference library online
  7. Exchanging information and coordinating with training institutes and training officers of other organizations and agencies
  8. Conducting training follow up support to member MFIs (individual coaching/in-house capacity building) on technical topics of relevance to MFI operations
  9. Translating technical training documents as required from English into Lao and vice versa
  • Administration tasks:
  • Ensures that the secretariat and all administrative tasks run smoothly
  • Assists Project Officer in preparing logistical planning and arrangements for various events, e.g. LMFA meetings, monthly board meetings, conferences, workshops, negotiations, etc.
  • Manage incoming and outgoing correspondence (post, fax, email) and prioritises and organises it
  • Replies and looks after correspondence and emails
  • Makes photocopies and scans documents as needed
  • Translates memos, letters and reports from English into Lao and vice versa (if needed)
  • Assists management/board with all aspects of operations on a day-to-day basis
  • Maintain and update contact list of all MFA members and stakeholders operating in the Lao PDR
  • Maintain and update email distribution lists
  • Maintain and develop lists of resources as required (recommended consultants; training service providers, etc.)
  • Assist to manage content of website and collect and upload documents for website
  • Assists with staffs/consultants recruiting (ensures publication in appropriate print and/or online media) assists with short listing incoming applications based on requirements or hiring criteria, gets references
  • Assists with notification of unsuccessful applicants, documents the selection process, archives the documentation
  • Assists HR with preparing the contract of staff
  • Deals with annual and other leave requests for staff
  • Preparing the contract for consultant and consulting firms
  • Helps to obtain quotations/buying for goods/equipment/materials upon approval
  • Assists with checking invoices for goods, vouchers, payment instructions
  • Assists to responsible for filing in accordance with LMFA rules
  • Assists to organize the selection process (e.g. interviews)
  • Work closely with the secretary/cashier and substitute her during her absence
  • Perform other duties and tasks at the request of management
  1. Required qualifications, competences and experience
  2. BA in Business Administration or similar area
  3. at least 3 years’ professional experience in a comparable position
  • Experience in training or project assistant will be an asset
  • Good spoken and written English and Lao language skills
  • Good computer skills (familiar with windows, excel, power point, internet)
  • Be capable of working independently
  • Friendly and able to work in a team
  • Flexible, initiative and willing to learn
